Was just looking for the full text of the “Act for punishment of rogues, vagabonds and sturdy beggars” (39 Eliz.) on Google, and the Revd. Spellchecker kindly suggested I might mean ‘study beggars’. A new term, I say, fresh out of the randomizer.
